Cabinet Secretaries appoint new boards to steer key national sectors

In the energy sector, Cabinet Secretary Opiyo Wandayi reappointed two members to the Board of Directors of Kenya Petroleum Refineries Limited (KPRL) for a three-year term.

The government has announced high-level appointments across three key sectors, co-operatives, energy, and health, aimed at revitalising operations, strengthening governance, and accelerating reforms under the Bottom-Up Economic Transformation Agenda (BETA).

In separate gazette notices dated October 31, 2025, Cabinet Secretaries Wycliffe Ambetsa Oparanya (Co-operatives and MSMEs), Opiyo Wandayi (Energy and Petroleum), and Aden Duale (Health) made appointments to steering committees and boards that will play a critical role in driving national transformation efforts.

Cabinet Secretary Wycliffe Oparanya announced the formation of a National Steering Committee and County Steering Committees to spearhead the revival of coffee farming through co-operatives.

 “The Cabinet Secretary for Co-operatives and Micro, Small and Medium Enterprises (MSMEs), has constituted a National Steering Committee and County Steering Committee on the revival of Coffee through co-operatives for a period of two (2) years, with effect from October 31, 2025," reads the notice.

The Committee will be chaired by Njeru Ndwiga, with Daniel Chemno serving as the first vice-chairperson and James Wachihi Muturi as the second vice-chairperson.

The team also includes Timothy Mirugi, Laura Wanjiru, Charles Rintaugu, Kennedy Kilwake, Okioma Mwancha, Caroline Cherotich, David Obonyo, Henry Kinyua, Elijah Gichuru, Felix Mutwiri, Felix Miano, and Richard Kiprono Magut.

The committee’s terms of reference include developing a comprehensive report on revitalising the coffee sub-sector through co-operatives, overseeing strategies to reintroduce coffee farming in non-traditional regions, and reviving production in traditional coffee-growing areas.

Other key mandates include “mobilising financial resources needed to support coffee co-operatives, ensuring inclusion of women and youth, and developing communication and branding strategies aimed at enlightening farmers on the overall objectives of the programme.”

The county-level steering committees will mirror the functions of the national team and report progress to the main committee.

In the energy sector, Cabinet Secretary Opiyo Wandayi reappointed two members to the Board of Directors of Kenya Petroleum Refineries Limited (KPRL) for a three-year term.

The gazette notice stated, “In exercise of the powers conferred by section 6 (1) (e) of the State Corporations Act, the Cabinet Secretary for Energy and Petroleum re-appoints Lilian Bokeeye Mahiri, Zaja and Henry Gathara Karinga , to be Members of the Board of Directors of Kenya Petroleum Refineries Limited, for a period of three (3) years, with effect from October 31, 2025.”

The reappointments are part of the Ministry’s continued effort to strengthen leadership at strategic state corporations in line with Kenya’s energy transition and petroleum sector reforms.

The Cabinet Secretary for Health, Aden Duale, has appointed six new members to the Nursing Council of Kenya for a three-year term, under the Nurses and Midwives Act (Cap. 257).

According to the notice, the appointees are Collins Otieno Ajwang, Salome Nasimiyu Situma, Teckla Ngotie, Gilbert Sigei, Juliana Misore, and Sarah Marrey Burje.

“In exercise of the powers conferred by section 4 (1) of the Nurses and Midwives Act, the Cabinet Secretary for Health appoints the above members to be Members of the Nursing Council of Kenya, for a period of three (3) years, with effect from the 31st October, 2025,” reads part of the notice.

The appointments are expected to enhance professional regulation and quality assurance in the country’s nursing and midwifery practice.

Collectively, the appointments mark a significant step toward strengthening institutional governance, promoting sectoral reforms, and supporting inclusive development under the government’s economic transformation strategy.
